MOIN Film Fund Hamburg Schleswig-Holstein supports cinema films, high-end series and innovative audiovisual formats of all genres. It provides financial support for all phases of the projects, from the first script drafts through production to sales, distribution and festival presentations. Deciding criteria for financial support include the quality of content and a positive financial effect for the region. The latter can include making use of Hamburg and Schleswig-Holstein as shooting locations or employing local film professionals and film-technical businesses.
The partners behind MOIN Film Fund are the Free and Hanseatic City of Hamburg and the Federal State of Schleswig-Holstein. MOIN Film Fund has c. 15,7m euros p.a. at its disposal (including operative costs). 9.2 m euros are means issued by the Free and Hanseatic City of Hamburg and 1 m euros are means issued by Schleswig-Holstein. The TV broadcasting company NDR supplies 1.2m euros, ZDF supplies 1m euros, and a further 2.5m euros are taken from a contingent of radio license fees as determined by the Legislature. This sum includes 450,000 euros for NDR regional productions, which continue to be granted in accordance with former MSH regulations to strengthen Schleswig-Holstein as a film and TV location. Since 2020, the Hamburg-based Warner Bros. Entertainment GmbH provides 1m euros p.a. for the "Nordbuster" committee.
Four committees consisting of experienced industry experts decide on the allocation of the means: Committee "High End" decides on films with production costs of more than 3.5m euros, committee "Director's Cut" decides on projects with a budget less than this. The comittee "Short + Innovative" supports short films and innovative audiovisual formats. Our "Nordbuster" comittee focusses on films of particular cultural-economic importance for Hamburg and Schleswig-Holstein.

The Department of Culture within the Ministry of Education, Science and Culture supports state cultural institutions such as museums, theatres, archives and libraries and is responsible for the funding of art and culture.
